Tiered points systems rank army books against each other, and set them into one of three tiers as a kind of handicap.
As an example, for a nominally 2,250 point tournament the breakdown might be as follows: Tier 1 (really hard armies like Vampire Counts and Chaos Warriors) are allowed 2,000 points for a tournament army, while Tier 2 (comparatively less powerful armies such as Lizardmen or Empire) get 2,250. Tier 3 armies (the really weak ones) are afforded 2500 points.
The system I have seen mentioned most often is called ETC, and it includes additional restrictions on army composition above and beyond the tiers. For example, Empire armies are restricted to a single Steam Tank, or particularly effective magic items occupy a hero slot.
The examples I have offered are based entirely on my vague recollections of things I have heard discussed. They may not be entirely accurate.
